The Magistracy
The first time a magistrate or judge is shown to condone perjury in a case, they are removed from the bench and subject to class or individual action for slander and damages.
Period.
Magistrates and judges have the power to affect too many lives. If they can't take their jobs seriously, then they need to face the consequences: the same sort of consequences the people they wrong face.
Does that mean the governments should be held accountable too? Yes.
Let the states know that they will be held financially accountable for the actions of sloppy magistrates and judges, and I guarantee they'll get rid of bad magistrates and judges quickly.
The Attorneys
The three-strike rule works fine here.
First time, a hefty fine. At least $50,000. A 6-12 month suspension of their licenses to practice law. That will only dissuade a few of them unfortunately.
Second time, 3-6 months in jail. At this point they are removed from the bar and subject to class or individual action the same as the magistrates.
Third time, because some of the attorneys will find their way back into the legal system, -- You're out. The attorney's crimes are worse than a criminal. A minimum sentence of 8 years; possibly life.
Clients
If it's a family law case, send the perjuror to jail for 3-6 months and put the family assets and children in the hands of the other parent.
That won't stop many parents, unfortunately, from trying to lie to the courts. But let a few of them lose their freedom and homes, and it will at least make the rest consider the consequences.
Along with the perjury charges, any other offenses may increase the jail time.
